Sex Establishments are required to be licensed under the Local Government (Miscellaneous Provisions) Act 1982.
A sex establishment can either be a Sex Shop or a Sex Cinema
A sex shop is a premises used for business which consists to a significant degree of selling sex articles.
A sex cinema is any premises used to a significant degree for showing of films which are concerned primarily with, or relate to, or are intended to stimulate sexual activity.
The law defines the way in which an application is made, which include advertising notice of the application in the local press and displaying a notice outside the premises for a specific time period to give passers by the opportunity to comment by a statutory closing date.
Lap Dancing
A lap dance is a specific type of sex dance offered in some strip clubs or (somewhat more formal) gentlemen's clubs in which the patron is seated, and the dancer is either in immediate contact (contact dancing) with the patron, or within a very short distance. Depending on the local jurisdiction and community standards, lap dances can involve touching of the dancer by the patron, the patron by the dancer, neither, or both; the dancer may be naked, topless or fully clothed. Variant terms include couch dance which is a lap dance where the customer is seated on a couch, and bed dance where the customer lies down. A block session (usually half an hour to an hour) can be booked in the champagne room, where the dancer and the patron talk in an intimate setting and drink champagne together. The girl/guy might perform lap dances too, depending on the patron's wishes.
In recent years, a hybrid of the lap-dance and couch-dance was developed in New York City, called Limo Lapdancing (LimoLapdancers). In this format customers take a private limousine ride (either alone or with a few friends) and entertainers perform for them during the ride (usually nude lapdancing). Because of the sensitivity of the circumstances, a purveyor of this format must monitor the bookings closely to ensure that the experiences do not deviate into patron overtures seeking prostitution. This format was begun in 1992 by a company called ModelsToGo. It was quickly copied by a few others but police shut them down for failing to control show content. As of 2000, the same company expanded this mobile striptease service to include Party Bus Striptease for larger groups. LimoLapdancers in Party Buses has gained large popularity in New York City due to the citywide smoking ban in restaurants and nightclubs, and the luxury that patrons can party through the evening without drinking and driving.
Brothels
A brothel, also known as a bordello or whorehouse, is an establishment specifically dedicated to prostiution, providing sex workers a place to meet and to have sex with the clients. In some places, brothels are legal, and in many countries, places such as saunas or massage parlours are allowed to function as brothels, with varying degrees of regulation and repression. Brothels may be confined to special red-light districts or 'tolerance zones'.
In UK Law if more than one person (the law is gender neutral) is available in a premises for paid sex, then that is a brothel. However, if one woman works alone, she is not keeping a brothel. While running a brothel is illegal, working in one is not.
