Immigration is the process of coming into a country of which one is not a native in order to settle there. People may choose to do this for a variety of perfectly legal reasons such as obtaining employment or work experience or because of personal relationships. They may also do so to claim asylum having fled their own country. Short-term visitors and tourists are not considered to be immigrants. A person’s ability to enter another country is dependent on the legal system of that country and the criteria laid down for entry at that time.

For example:

i) Britain decided in December 2008 to continue to restrict migrant workers from Bulgaria and Romania with fixed numbers in certain employment sectors

ii) the USA, among its various qualifying categories for legal immigration, has one, Diversity, authorised by recent legislation which authorises a limited number of individuals to immigrate based on past under-representation in the immigrant population.
